Bloor Homes, in consultation with Cherwell District Council, are in the process of considering an alternative proposal for the land set aside for small-scale employment use on the Banbury Rise development. The specific land parcel is located to the south of Bailey Road and east of Wilson Road. It fronts onto an established area of public open space.
The site sits in a prominent position at the entrance to the wider scheme and Bloor Homes consider it important to establish a long-term use for the parcel should discussions with the Council indicate the small scale employment provision is not feasible. The alternative proposal being considered is a proposal for 9 market dwellings.

Background
Residential-led development of Banbury Rise was originally granted outline planning permission in 2016 (application reference: 13/00444/OUT). The wider Banbury Rise site has been built out in a southerly direction from the Stratford Road (A422).
Subsequently, Bloor Homes is in the process of successfully delivering residential development at Land South of Banbury Rise, which was granted outline planning permission in 2024 (application reference: 22/02101/OUT).
As an alternative, Bloor Homes propose to bring forward 9 market dwellings on the land located to the south of Bailey Road, east of Wilson Road. The site fronts onto public open space to the north of Bailey Road which forms a gateway to the wider development from the Edinburgh Way access. The vacant land abuts completed dwellings and is currently set aside by hoarding.
The Proposal
Technical survey work considering the development potential of the site was undertaken as part of the original outline planning application.
As a result the alternative proposed form of development comprises:
- 9 market homes, pedestrian and vehicular access, landscaping and associated infrastructure;
- A range of 3 and 4 bed homes complementing the existing design across the Banbury Rise scheme;
- A single point of access proposed off Wilson Road, with each property provided with appropriate private parking in line with the latest Oxfordshire County Council requirements;
- Private amenity, in the form of rear gardens, provided to all properties;
- Appropriate landscaping to integrate the proposals with the existing street scene and open space onto which the development will front;
- Sustainable drainage systems to manage surface water;
- Retention of existing trees and hedgerow where possible;
- Measures to reduce the carbon footprint of the development including sustainable construction methods.
